My mind is all aflutter with lemons/chump possibilities.
Some basic reading reveals that rust might be an issue, and I dont know if it is currently running, but how hard could it be or how great a loss is a 60hp motor that doesn't run?
If it wasn't on the other side of the world...sigh...
My first race car was a '79 Civic 1200 in the same color. Lots o'fun. That looks better than mine did 20 years ago.
Stock, they are a vacuum line nightmare. I don't know if any easy engine swaps are possible, but if you're thinking Chump/LeMons then just fire up the welder and HTFU 
Also Rust becomes a non-issue with a full roll-cage installed, just add steel plate until it is strong. 
The hot setup was to find Canadian non-CVCC head. Not that you should have any trouble finding one of those now...
