Most the ways i can think of might damage it.

Couldn't tell if the shaft goes all the way through the part, was guessing it didn't.
Another SWAG... a concrete expansion bolt/anchor. Bottom it out, tighten the nut til it grips, pull it out.
What is that? It doesn't remind me of anything on a '67 mustang.
Can it push through the other side if you had a sleeve that matched the inner diameter of the casting hole? Then just hammer it out.
A sleeve and "C" clamp would do that if you don't have a press.

Definitely can't push it through, there's a lip on the inside. You almost have to hook onto it somehow and pull it.
Don't suppose it's a size where you could find a nice-fitting slug, put some grease in there, and hit the slug with a hammer?

I imagine those are 2 different materials so I would try soaking it in some sort of penetrant at least over night. Then try to first get it to move one way or the other.
I do have a lathe, actually. Haven't had a chance to set it up though.
Do you mean like how you can get a pilot bushing out by putting grease behind the bushing and push in an alignment tool? If so, its completely open on the other side and there isn't enough of a lip to get a plug to seat.

I can pry it up a little bit and spray stuff under it, doesn't reach all the way back though, maybe 1" out of the 3" length?
What's it look like from the other side? Is it two pieces with a lip in the middle? Can you use a long punch and drive each piece out from the back?
I could not find the exact one you need but YouTube has a lot of videos on how to disassemble these outboards.
What about a pilot bushing puller? Its essentially a spreading hook pair attached to a slide hammer. Rentable at o'Reilly

There are two bushings, a top and bottom. The top came out with a bit of effort, but this one is being a butt. From the other side it is too long to really get anything aligned with the lip

Maybe? The diameter those have to work with is pretty well aligned with this size, but the lip is almost nonexistent. With the pick shown in the first post I actually have to force it into the lip.
If a new one is $10.00 then cut that one out. It's not worth your time to keep messing with taking it out carefully.

The eBay pic looks like plastic. If so I suggest a Dremel to get your . . . Johnson bushing off.
I'm lazy so I'd cut a couple of notches in it and pull it out with pliers. It's not worth being gentle if a replacement is only $10.
With a plastic bushing this wouldn't be necessary but for metal sleeves that have at least a ~0.4" ID i've often used a jigsaw to cut slots through the sleeve. Sometimes one is enough if you can catch an edge and cave what's left in towards the middle. If not, 2 or 3 cuts and it basically falls out.
