Pull the hub off axle, bolt on backing plate with brakes already on them (4 3/8 bolts). re-install hub, add drum if need (many time drum is there) run wires to front.

The statement was based on my personal observations around town. I have no dog in the fight since I haven't done much towing in the last decade.
Considering your response & thinking I may have over-reached, I checked with a nearby shop foreman regarding this subject; "All the fleet maintenance trailers are equipped with electric brakes & breakaway kits, right?" Answer - "Right." "How many of the trucks that pull them have the matching controller?" Answer - "None." So these guys are moving heavy trailers around with no brakes? Answer - "Yeah."
The trucks & trailers were all purchased on separate dates from separate vendors. 99% of the trucks duties do not involve towing the trailers, so I guess that's the reason nobody chased it down in this particular instance.
I'll ask my Landscaper, heavy equipment mechanic, & general contractor neighbors their honest experience with electric brakes on fleet trailers as well. Should be interesting.
