Jaguar.  It's the height it is because that gives  it a slight head start over lower cars. The wheels are almost knife edged and pure aluminum with a large diameter to minimize rolling resistance while lightened to minimize inertia.  It's at exactly the maximum weight and length.  ( almost 3 inches cut out from a stock valve cover)

For a little trip down memory lane, here is a shot of Mark's innovative Ford flathead racer. The little plastic wheel is attached by thread to meet the rule that cars have to have four wheels in contact with the ground.
