It's a geographic issue, you too far from the land of retirees!
If you talk them into shipping or felt up to a road trip Florida there may be some in the right price range even including transport: Marauder $8500 - to bad it's Orlando.

Another Fl car (listed in Michigan?) $7500 Marauder http://muskegon.craigslist.org/cto/3922799513.html

If they are getting the car for him to visit customers they may want him to actually make it to the customers. Unless he's gone into selling tow trucks in which case that could be the winner.

I want one of those, I have seen a few fairly cheap ones around but still not cheap enough I could afford them lol. I do plan to eventually buy one though.

Sorry. Got carried away
I'd still go with a Charger.
Maybe something like this - 2006 Dodge Charger R/T - $8800 (Nashville) http://atlanta.craigslist.org/nat/cto/3891803721.html
03+ Honda Accord EX-L V6? Quick, roomy, comfortable, suprisingly nice, good MPG, pretty fun to drive(if you can find a 6-speed), smart choice(not image-heavy, never break, change oil, done).
In reply to Gasoline:
That same car is more than twice as expensive out here: http://portland.craigslist.org/mlt/ctd/3951568748.html
Get rid of the four door requirement:

or PI

no hoopties!

style, but with questionable running costs

But this is probably what you need - a very nice car all around, if a bit boring

I can't get rid of the 4-door requirement, that comes straight from the boss, who's buying it.

OK, just skip the first link, then, the rest are four doors.
Here's my leaders (after RX-8 gets shot down) in a rough order from most want to least:
2005 Mazda6 i hatchback in Red for $11,999
2011 Mazda2 hatchback in Blue for $11,995
And if for some reason I can't get them to foot a manual, then I need torque.
2004 Pontiac Grand Prix GTP in Grey for $10,990
How about a 08+ Cobalt SS sedan? They've got the turbocharged LNF as well as the track capable suspension of the coupe. These would be towards the upper end on the budget, but definitely still within. Highway mileage is nearly 30, in the real world.
2010 up Fusion sport. 263hp 3.5L V6 AWD fun with way more stealth factor than some other cars and way less grandma stigma than the Marauder.
330i ZHP E46, 4 door unlike E46 M3's
