I don't think it exists, not something that gets high-20s, at least. I think you can get everything but the mileage in a full-size Bronco, Blazer, Ramcharger, or 4-door Wranger. Those are really the only open-top rigs I can think of where you'll have a legit amount of back-seat space.

For cars, my immediate thought is Mustang/F-body with a spare set of wheels mounted with proper snow tires. However, mileage will be a little bit lower than you're asking, and the backseats aren't exactly thrilling for a full-size adult.

The convertible was made through 1992.
After that the E36 version.

Volvo C70 gets 23 mpg highway. Saab might get you there as well.

I think the VW CC is available as a drop top with the TDi, have they been out long enough to have hit that price?

VW Eos? I worked on the program (the top, not the whole car) and was very impressed by the car. I suspect they aren't in your ball park yet though. I don't know though.

VW Cabrio except

1) reliability is poor

ii) exudes estrogen (may not be a problem)

tres) reliability is poor.

I think if I were you, I'd look at Fox body Mustang 'verts with the 2.3. Not a powerhouse, but mileage should be decent and other than rattles and squeaks galore should be basically reliable. Lack of urge and tiny brakes can be fixed by careful application of Turbo Coupe components as required.

E46 convertible? I think they're approaching that price point. An E36 certainly is...

I drove one we've serviced at work a few times (sold out of the used lot) and the convertible hard top is what turned me off of them. Leaked horribly in the car wash, creeked, growned, and made all kinds of noise over every bump and turn as the body flexed.

It's the only one I've ever driven, but if the rest are like it, no thanks.

Old Caddy? None of the cars already mentioned would I want to spend much time in the back seat... I suppose it depends on how important/often carrying 4 adults is.

Cavalier/Sunfire? Backseat sucks, but can be had for well under $7k and exceeds your gas mileage requirements. Does well in winter with quality all season tires.
