 So another of my progeny is in Europe, Spain, close to Madrid,  looking to pick up reliable transport- what's something she can get in to that will serve her well?

This place always has the answer (probably not Miata, in this case...), help!

Judging by what I see kn the streets the answer is Fiat 500.  They are literally everywhere.  Good mpg, parkable, and low entry price would make it seem like an easy button.

Please look into Madrid's emissions preferences.

Diesels are not going to be allowed soon into the city and already in downtown there are different tolls for combustion engine vs hybrid vs electric. Can't really go into it without paying. 

I'm from Spain living in Texas but haven't been in Madrid in over a year. 

Cities are also setting a 30 km/h speed limit throughout.

She's more or less city, but travels outside to get to work. 

So, her commute will still be faster with a car, but, that's interesting so I'll tell her to pay attention when she picks something up. 

She's a part time teacher, so serious budget limited (of course I'll help her as needed), so thanks for the suggestions!

In Spain there's a very strict inspection called ITV, every two years and then every year once the vehicle is 10 yrs old, she should make sure it's passed it fine. 

The public transport system works very well but of course can take longer than a car.

Plus in a lot of cars it's either on the high end of first gear or bogging down in second, not great for gas mileage or comfort.
