Girlfriends car, 2013 5 door skyactiv. In North Carolina, so like 2 weeks of snow a year. She mostly drives on the highway, I want something safe and stands up against wear. Was changing cabin air filter in my Fiat today and noticed front right is flat on my girlfriends car. It needs new tires anyways.

Z2 star spec is probably overkill for what he's asking.
I think for this application the BFG G-Force Sport Comp2, Dunlop Direzza DZ102, or Firestone Wide Oval Indy 500 would be good summer tires that would get long wear and drive well and cost less than $100 each on tirerack in the 17" size on the 3.
Continental DWS
I just put General Altimax RT43s on my Civic. They've been great so far! I'm really impressed with their wet grip.
I would look at all seasons. You get maybe two weeks of snow but its probably at least cold for a few months too. Summer tires can suck (less grip) in cold temperatures.

those sportcomps start to moan more than lindsey lohan when past half wear...
I'll fourth the DWS, put a set on our Mazda3 and they have been great, no complaints. Much better than stock in snow.
