Can I scuff the OE paint with a Scotchbrite pad, degrease, and spray? Or should I prime it first? Would grey or white primer help ease the color change from black to copper?
I would definitely prime with gray after a scuff and wipe-down.

I one stepped a set of steelies from black to rusto purple. Scotchbrite, degrease, go. They were my winter Mojo's on my speed 3. Worked fine, never had a problem with the paint.
Adding the step of the primer WILL help the color pop more- if you're looking for a bright copper, this is your move.
After you've scuffed, cleaned, and primed the wheels, one last step before you spray color is to spray Windex on them, then blow dry with compressed air. I've done this for years on everything I spray paint, Windex is a great cleaner/degreaser, leaves no residue, and evaporates quickly.
Once they're painted, I would leave them outside in the sun to dry and get a little "baked on" from the additional heat - unless it's windy outside, or a chance or rain.
Couldn't hurt to wipe them down with alcohol after the scotchbrite. You'll be suprised what comes off.

I've also done this for years. I keep a couple of bottles of 92% isopropyl alcohol in the garage for degreasing anything that I'm going to paint or glue. Useful stuff.
I haven't used Prep-Sol in years, now you can only get big jugs of it. Anyone use that?
After I do all my cleaning I grab my plumbing torch and heat the rim up a bit .You be amazed at how much better the paint sticks ,you can see the metal drying as you do it.

This. I refurbed a set of Porsche phone dials for my Westfalia.
Scrubbed the crap out of them with brown, then green scotchbrite. Cleaned them with iso alcohol, primed, then painted them with a Porsche silver that I got in a spray can from NAPA. They can match paint codes now and put them in an aerosol can. They came out great.
