If you're going for the ultimate F1 experience, you would need to consider going during the "European Season", where there are 2-3 races in as many weeks. France, Austria, and Great Britain are in the span of three weeks. Paul Riccard is on the Mediterranean, so you'll be able to great a taste of the Riviera on your way to Austria. After Austria, there are quite a few museums/history on your drive to G.B. (equal to driving from Orlando to Philadelphia). That is the F1 experience and it allows you to take in the history (abandoned tracks, historical homes, manufacturers, etc) along the way. Rent a nice Mercedes for your traveling pleasure!
If you're going to party- SINGAPORE!!! - Hands down! Monaco is money. I was there with family. They had money- I didn't (relative), and it can definitely be a gut check at times, but if it's money-no object- go to Monaco.
