I'm favoring the 13's in spite of the tire selection. The choice is between Kumho or Sumitomo, neither of which is "performance-targeted" but both will be better the the OE Michelins; more so when the sidewalls are stretched and stiffened on 7" wide wheels. And the car won't see much (if any) enthusiastic action; it's an alternative DD.
Yes, the paint needs attention and it's a strong candidate for a roller-job in some shade of black; the center section of the wheels will match but the lips will remain unpainted.
