I am aware of the issues around contests in the Province of Quebec, so exclude them and allow other Canadians to enter the contests.

I didn't think that was the way the whole Quebec / Canada thing worked.
As a subscriber I agree about not wasting resources, but would it be wrong to get the free issue to give to a buddy and spread the GRM goodness?

I give mine to a coworker. He finally bought an old WRX last month for autocross, and a PDX this week. I have assimilated him.

Some things, but not in this case and not in most cases.
There are a number of contests in Canada that when you look at the fine print are national contests, but exclude residents of Quebec. So you can do it simply by writing that exclusion into the contest rules.
Quebec was given what was called, "Not Withstanding Clause" when the British North America Act was replaced by the Canadian Constitution. This clause allows Quebec to opt out of a number of federal issues, but in most cases does not allow them to impose their will on the rest of Canada.
Getting back to my original point:
I have been a subscriber for quite a number of years (I had a gap for maybe 1 1/2 years but re-subscribed a few years ago.) and I am always excluded from these contests. It is VERY disappointing when it could be fixed relatively easily.
