I guess you could call them gypsy towing services. I've seen a few of these guys pop up out of the blue in the past couple months. They look to be just a guy with a truck and trailer and a lot of free time, that throw an ad on the cars & trucks page. Doubt they're carrying proper insurance and they really aren't all that much cheaper than calling a rollback, and about on par with a Uhaul trailer rental.

Just curious if anyone else has seen this, or if it is a strictly local phenomenon.

When not posting up on CL, this guy is likely also listed on Uship.
Of the last 3 tows I have done with Uship, each vendor has looked like this, an independent owner with a single car or dual car trailer.

One guy I used's regular gig was a contract with a used car lot. With his truck/trailer he would haul used cars to and from the local auction lot for a mid sized used car lot. The guy had a full time factory job and could also haul a few cars a week after the factory job.

I used one of these types to transport a motorcycle from Idaho (only one state away, but still a 7+ hour drive!)

However, I found him on the recommendation of the seller, a bike collector who had used him multiple times. The bike arrived just fine; he also had a car in tow, some furniture, and a dog in a kennel headed to Seattle! It was quite affordable. The towing/shipping guy said he is also on UShip, but he prefers word-of-mouth referrals.

Huh, hadn't thought about the Uship crowd but that makes perfect sense.
