Look at it in Notepad? Back in the day that was an extension for ASCII text files - usually used to display pretty colour pictures from the DOS prompt. But nobody even knows how to do that anymore.

I'd guess it's a plain text data format for some kind of vector graphics software - Inkscape maybe.

I have figured out the problem. It is a zipped file and my computer is refusing to extract them.
