Actually one of the main reasons for developing this type of tractor is that tractor/trailer combos in Europe (and especially in Germany) have a maximum length limit in addition to the maximum gross weight limit. Stuffing the whole tractor under the trailer means you'll end up with more cargo space.
More European truck weirdness:
There was an under trailer tractor that was designed for safety and aero purposes. Ran around Europe for a few years.
Actually, in the original image up there, the tractor is completely under the trailer, so in an impact, maybe the trailer front would take the brunt....
who are we kidding, the hitch would snap rocketing your short truck into the axles of the trailer and then your own trailer would fall on you, just for spite.
I do love the concept, and I would so dig driving a semi with the interior and seating position of a mid eighties Ferrari.
