Nope. That was designed to generate electricity by Ingersoll-Rand I believe. 550hp per rotor and you could get one rotor or two. They stopped making them in the mid 80s.

Rotaries weren't used much after WW1.
This one says it is a rotary (though I'm not entirely convinced...)
