I want to do a budget build with this case I have. Biggest issue is lack of cooling options. Right now it has an 833MHz P3 with about 256Kbs ram.

I'm not sure, but I think even Dells of that vintage did not use standard ATX motherboards or power-supplies. And the internal layout just plain sucks. You may be in for some fun.
