That would've required GM put out a whole new engine block design. Why would they want to do that when they can produce the same engine block and just let a third party make it 4WD and save on production costs?

Take a look at the LS engine above. It's just a different pan with a diff integrated into it.
This is when Ford did it in the Sierra:
It's been done a couple different times IIRC.
