I think the WWI-WWII antitank rifles were the inspiration. They were designed to punch through early tanks. The tanks got tougher, but the rifles remained useful against lightly armored vehicles. There are accounts of these being equipped with scopes and sometimes being rebarrelled to .50 BMG in WWII and later.
