I honestly have no idea. I know it's not the only car with hood exit exhaust and fender/bumper dumps are basically the new standard on fast turbo cars it seems.

The car is showing up on the Roadkill website. It seems to be running in Drag Week.
Shows up in this gallery(#26), staging for a trip down the strip.
So it must have been inspected and found to be NHRA Legal.

I thought the same thing too. Then I did more googling and found out it's some special unit built by Ferrari for elite Ferrari owners.
