Because last year's race cars that are no longer competitive or don't comply with next year's rule book are effectively worthless... until they aren't. But at that point, they are too expensive to restore for 99.9% of the enthusiast public.

Took a while to find a credible back story on this one, but they are apparently movie props. They are built on formula 3000 chassis. F3000 with provenance and race history is worth 20-65k depending on condition and desirability.

The car you posted looks like a 1988 Reynard, possibly at Spa but I don't know who. Any leads on that pic too.
