17 of them is 16.83. Is a case 17 pieces? Is there a cost reduction to buying a case versus 1 piece?

It's a huge nit. You use one or the other, but not both.

A 8 inch tire is rated at about 1000 pounds. Those tires is pretty much maxed out. In the 50s when the interstate speeds were 55, you could probably get away with it. In Europe, where tow vehicles are limited to 45-60 mph, you could probably get away with it. Running interstate speed of 75-80 those would overheat and blow the F out.
