It's one of the antennae from the Duga radar installation near Chernobyl. AKA "The Woodpecker":

Something like 500 feet high and half a mile long.

Techically it was the "woodpecker signal"... the Duga over the horizon radar system was messing with American broadcast TV!

I vaguely remember that. I shouldn't because I was born in 1978, but I saw a YouTube clip of an NBC broadcast that got woodpecker interference and it sounded familiar and nostalgic.
