I don't know what the vehicle is, but I did discover a bit of somewhat related minutiae. In the directory of airports and seaplane bases as of Sept. 1, 1939, the airport was located in Roulette, PA.

I suspect it's one of those "renders" that are all the rage now as there is only one other view of the combination I could find. People need to just actually build these insane things and stop the renders. Go forth and build your mid Engined Mustangs and stupid slammed trucks. Please I beg you.
