I was going to assume the beefier looking lower one, but you're right. The upper one is the one connected to a shaft running atop the steering column.
"In the 40s and 50s, we had transmissions mounted next to the driver's seat that we controlled with a shifter on the column, with lots of linkage between the two. In the 90s, we have transmissions mounted at the base of the steering column that we control with a shifter next to the driver's seat..."
