The last one I had was one that I added to a '75 530i. I used it to control the aux. driving lights.
I can feel it, dodge trucks had them through most of the 80's I believe although my 91 had the pull stalk
An Opel GT has a foot pump there for the window wash fluid (Pic shown is an electric conversion):
My 1973 Capri had one of those but you could just tap it and the wipers cycled one time, clearing the glass while keeping both hands on the wheel.
All bad guys have high cheek bones?

I'm old enough and still drive enough old cars that this seems newfangled.
What is the second car from the left?
In reply to preach :
It wasn't just Opel
I had a 1968 Cougar with a foot operated washer pump.

I believe it is a Lincoln Zephyr:

1938 Studebaker. And it never went through New Jersey inspection, because it still has the original headlamps.

Yep, I couldn't come up with Stude, but I realized after that Zephyr was wrong.

This - despite being awesome - rather misses the point of an E-type, I think:

New Jersey doesn't like hub caps? My brother used to swap out his headlights for Inspection, his 2002 had bulbs and they require sealed beams.
