Found it, and I apologize that I can not provide an explanation. It is too expensive to be explained away as an attempt at hipsteresque "irony", and it seems those who do it aren't hipsters anyway. Perhaps it is an attempt to co-opt the power of the commercial icons to the vehicle or driver, as totemic images of cultural recognition. Sort of like a "super-sticker".
Judy Ganley - legend has it that before Can Am races in one of the motorhomes there were the pre-race readings with a select few of the drivers. Judy read them the current issue Penthouse Forum.

It's a modified Goggomobil Coupe, a German-built Microcar that was very popular in the 50s/early 60s. Here's what they look like in non-hillclimb trim:
They're normally propelled by two-stroke twins with 250cc displacement up to the 400cc 'big block' . Glas (the company that manufactured them) later tried to go upmarket and came up with stuff like the Glass 1300GT:
First (German) production car with a timing belt as opposed to a cam chain.
At some point, Glas was approached and asked to buy BMW to rescue them, the adventures with stuff like the 1300GT and some other financial issues pretty much killed off Glas and they ended up being sold to BMW...

I never imagined Goggomobils as performance platforms. The Glass 1300GT was quite an attractive car, reminiscent of the Fiat 850 Coupe:
