As noted the car has a unique engine placement as it sits in what would normally be the passenger area:
The designer/builder lobbied the D/Mod competitors to advocate for his design but rule changes were already deep into the acceptance area. His pitch was made at Topeka, witnessed when he stopped by to rally for help from the guys who drove this:
He paid more attention to his dreams than the visions of the SEB. But, he didn't give up! From what I've been told by driver Rob Heiser, the builder retired and relocated to Atlanta. Rob had told him (in the Topeka paddock) "you build it and I'll be glad to drive it" and the car is now campaigned out of the Atlanta region.
The car is pretty radical, not well suited to B/Mod and needs a lot of develpment. If anyone can make the car perform, it has to be Heiser. The man has far more talent and heart than many of those with greater funding.

It looks like an F5000 chassis (probably Lola T332?) adapted to resurrected Can-Am rules; note the extended braces over the rear wheels that would support the envelope body work when formula cars were morphed into sports racers. The Hoosier slicks aren't "period-correct", but hey, things happen.
Oh, I like the b/w tuxedo pic. It reminds of my own current model even though he doesn't need a helmet to prove he's bat sheet crazy.

Saw this in Tallahassee, Florida a couple Sundays ago. Turned around and caught up to it for a closer look, but the guy was hauling pretty good. Thought it was rear engined from looking up at it on the trailer and as I've seen a hyabusa Mini with the pipe in the same place, but obviously not.
