I just took delivery of the new cat I have to install on the Prius for the same reason.
It was about 1700, heard something that sounded like an angle grinder being used upstairs. Could not figure it out. Office manager went out to her car, saw guy climbing out from under with a battery powered sawsall and a cat converter.
Cops came fast, 15 minutes, took report, seemed skeptical they would catch them, even with a description of the vehicle and license plate. I guess maybe they put stolen plates on it, what I would do if I were a criminal.
Called around and found a shop to do the repair. Car was initially a 49 state car, so they could not figure out which cat it should get. Called the California Air Resource Board to get a referee. Should be about a mont h before we get an answer. A month without the vehicle. Have another car, but what if that was my only way to work? Even worse, what if someone sticks the 911 on a flatbed and steals it while I am daily driving it for the next month?
People wonder why the mass exodus from here. This is one of the myriad reasons.

Carvana can't find it either, checked some neighboring states too.
Just install a test pipe until you get a new cat. Might as well order a Cal spec one.

Good luck getting anything even if they find him. Daughter had her prius decatted last sept. Called the cops, they found fingerprints and video from the garage. Caught the guy, he got released by the judge and then skipped on the next appearance. Warrant issued in Nov. If they actually arrest him again he needs to go to court, get a guilty verdict then she can go after him for costs. I have been through the process of getting compensation after a court case and this is a total PITA.
The part I hate is he has her name and address thanks to court records. Luckily she has 2 dogs and lots of serious gunpowder powered hardware.

Is this a potential insurance claim situation for the theft? Will insurance provides a rental car?
This also might put the burden of prosecution and restitution seeking on the insurance company and not yourself.

Friday, 2 weeks in, wife called them again, they said they would e mail her the form she will need next time the car is smogged, details on the vehicle, VIN, make and model, year, which cat it is supposed to have, etc.
He forgot to fill in the form, it was blank.
Took 3 days to get a hold of him, sorry, I will fill it out and send it right away.
