Err.... it's not.
Once upon a time, I used to collect Metallica B-sides, rare tracks, and cover albums. Bought a lot of $30 imports while collecting, had maybe 30-40 CDs.
Best cover of Whiplash in my considered opinion is Crematorium's. But even that isn't as good as the original. Especially when led into by Pulling Teeth, which is as it should be.

If you're a fan of Social Distortion's version of Ring of Fire, Mike Ness (the lead singer of Social Distortion) did a solo album call "Under The Influences" that is all cover songs. It's not as hard as Social D, but it's still really good. Here one of the songs on youtube.
