I'm probably a terrible person, well me sharing this, I guess proves that I am. This is the first thing I thought of when reading the story.
Tampa is a very old city (well, for Florida) and has some pretty bad infrastructure. And politicians never want to spend money on anything they cannot point to and say " Hey I did that!" Bayshore Boulevard floods any time there is ONE INCH of rain.
