I burn pretty easily and typically wear a swimming T-shirt to the pool. I don't bother with the long sleeves as my arms seem a bit less prone to burning than my back, and I second that a skin tight one is better than a loose shirt.
When I really plan on swimming a long time with my back up and need maximum protection, such as snorkeling, I typically go with a neoprene wetsuit. You're not going to get a sunburn through that.
