My public water is high in minerals which builds up on the fill mechanism on all of my toilets causing the shut off levers to stick. At least once a year I liberally spray WD-40 on that area which dissolves the mineral deposits and work the lever up and down with my hand a dozen or so times. Works for a year and then I repeat. I don't even bother to turn off the water or drain the tank.
