This page: http://www.techzonics.com/collectibles-machines-tools.htm has an 'IBM plier' about halfway down and they mention it is similar to 'B5113 pliers'. Maybe you can drop them an Email, see if they have any idea what it's for.

Maybe its something to do with old school wirewrap computer construction?

Aha, I knew it looked familiar! I worked on copiers back in '98, which was around the time when typewriters were phased out most places. However there were still a few of the old-school typewriter repairmen(and their tools) around, so I'm pretty sure I've seen a pair or two of these in person at some point.

I need to go dig through my old copier tool case now. I seem to remember having a couple old/weird tools that I never really knew what their intended purpose was for...

Ah, thank you gents! It's for bending the character arms of typewriters. With your help, I was able to actually finally find a picture of one in use from an old typewriter repair manual.

http://site.xavier.edu/polt/typewriters/Ames1968.pdf Page "G-22" Figures E and F are the tool in use, tweaking the arms to make sure the letters strike correctly.
