Western MD only has a one-time safety inspection and no emissions (only visual check with the safety inspection). Basically you have to have it inspected after purchase before getting non-temp tags.
I have failed MD inspections for following reasons:
E30 - Foglights inoperative (were not origional, had no wiring on the car for them)
Miata - Burned out sidemarker bulb
Miata - No rear swaybar present (STS car, part of setup, had to reinstall to pass)
Mustang - Tires right at 2/32"
Mustang - Window Tint
Mustang - Stickers on rear quarter windows
They will fail for rust through any part of the body of the car.
Downstate MD has yearly emissions though.
