If there is nothing in the bylaws you could've left it there. I wouldn't have signed anything, either. By signing, you're admitting guilt for something that isn't against the rules.

Maybe when the next letter comes. But, after that, I'd do nothing since there is no rule saying you have to.
It doesn't really specify in bylaws but has a broad generalization about pets section tied to trash/vegetation section in terms of waste being unsanitary in any common area plus private owner lots of the neighborhood
Neighborhood is kinda an open yard plan. Maybe 75% is not fenced with 25% fenced. Most don't bother with fence since we are restricted to fence height of 6ft. A lot of them are 4 1/2 tall fences. Anybody can see your backyard.

Don't do that. The hoa president usually has nothing to do with the complaints. Most hoas have an enforcement person that is hired by the board. That person enforces the bylaws that were signed when the house was purchased.

Hoas are beneficial for maintaining homeowner value and keeping amenities in the neighborhood. Most hoa board members are volunteers. You can run to be on the board if ya wanna make change.
Signed: a carguy that lives in a neighborhood with an hoa and has a racecar, open trailer, and project car. I don't get letters because I read and follow the rules.

I feel like people that complain about the rules in their hoa are the same people who move into a neighborhood near a racetrack and then complain about the noise.
This rant is not directed at anybody in particular. Just generally that hoas have a place and if ya don't like it, don't buy a house where there is one.

At any rate, unless there is a rule or something in the bylaws that specifically states that dog waste is to be picked up daily and that there is a time stamped video of the dog pooping and it not getting picked up in 24 hours or something like that, the HOA may not be able to do anything but send out letters. As far as that goes, you could let the dog crap on the letter and then throw it in the backyard with all the dog poop. Then the HOA can go back to the person who complained and say that "Well, we sent them a letter, our job is done, now go pound sand."
Of course I live in Texas. Anybody who looks over fences for dog crap, unlicensed kangaroos or something to steal might just get shot, HOA or no HOA.

I do not see anything in the bylaws about pet waste in backyards. Just that a warning and a fine can be impose if an owner walking their dog leaves a mess on someone else's property not cleaned up or a loose dog leaving a mess and the owner is identified as the owner. I did neither of those things.
I would honestly investigate the laws in your state as to what is considered trespassing, and whether or not you can be fined for something that is invisible from the street. If someone is getting that far up in your E36 M3, they're going to keep going.
I agree with this.
For example, Idaho's Castle Doctrine is pretty strict
Get one of these and learn how to "properly" use it! To clean up after your pup.

I'm happy with what my HOA does, but I live in a condo within a high-rise, which I think is probably quite different from a single-family home subdivision with an HOA.
There is a ton of stuff I get with my pittance of an HOA fee that would cost a lot more if I had individual accounts/memberships/rents for water, sewer, natural gas, heat/aircon, trash pickup, gym, parking, landscaping, not to mention the savings on insurance and maintenance by only being responsible for the paint on the walls inward. YMMV.

I dont mind my HOA. We have less than 30 houses and a rule that positions MUST rotate every x number of years.
They clear the snow, trim the front, maintain the road, etc.
Proposed enforcement actions -
- Someone has a rooster and its HIGHLY annoying, it's gotta go. (or someone is going to shoot it, there were multiple volunteers to shoot it).
- A house someone was renting was storing 10 snowplows in the driveway. They were rusty and looked like crap. This isn't a storage yard. (yet, distinct lack of enforcement on someone that has had a C4 corvette sitting on 4 flat tires for the last 5 years at least)
- PLEASE SLOW DOWN, there are kids and 35+ mph is unreasonable
I want to add a shed, rules say permission required. I ask. They ask how big and what color, I said I hadn't decided yet, whats ok? Basically, don't make it an eyesore (bigger than 12x12, you already have a 1000sqft outbuilding) and keep it muted colors similar to the house and we approve.
They are constantly after me to rotate through a position.

It's amazing how many people buy houses with HOAs and never read the covenants.
I have one, but it's really slack. No issues. I knew it would be slack because I read the covenants before I bought, then rode the neighborhood and noted how many people were respectful but still technically in violation. It's about 75%. That made it clear to me the HOA wasn't gonna fight too hard, but just wanted people to agree to keeping it a nice neighborhood.
I'm good with that.
What else can be said that hasn't been said, repeatedly, in every single HOA thread?
Still not sure why people who can afford to not live on top of their neighbors choose to do so, then get all surprised when someone does something they don't like or they do something the neighborhood busybody doesn't like.
I get it, not everyone is as misanthropic as I am, but you don't have HOA problems if you can't see your neighbors.

Now there's a missed opportunity...
You have a neighbor that is a troublemaker and does not like you, your dogs, or both. That is your problem, I guarantee it.
If they are not enforcing the HOA rules equally, and you can demonstrate that, depending on where you are, you can sue the HOA, or threaten to do so, in writing, via certified mail, and I suspect it will be the last you hear from them.

Is there a rule against having a rooster already? If not, you're out of luck. Also, many places are zoned for livestock, if so, your hoa rules are not enforceable against it, worth checking before you poke the bear

Amen. When we moved south, my wife who was a dyed in the wool suburban NJ girl gave me only one real mandate for house hunting (I moved ahead of her so hunting was on my own) "No neighbors, dont want to see them and I want to own enough land around me that there wont be any in the future"

That doesn't happen when you live in a metro area, unless you just have a HUGE amount of money. Even then you'll still be able to see some houses.

Well, if the land is all cleared, then yes. But I would argue that you could pretty much disappear on just a few acres on a wooded parcel, or one with mature trees/landscaping.
