depends on where you live. Here in NJ almost all launch ramps need a permit you pay for. The closest ramps to me do not need a permit to launch, but you need a parking permit to leave your vehicle and trailer there... otherwise it is a long way back

What caused them to sink? Storm? Accident, neglected maintenance? How long have they been down and how deep are they?
Before getting them you need to know that and who owns them now. tTypically the insurance company.
Salvage laws muddy the water. Especially on navigable waters. Outside three miles in the ocean, the boat is yours. But inside you could get tied up in courts.
I think neglected maintenance, from all I've heard from locals. Been down for a couple years at least. More an idle question than anything else.
Two for $200. Bring a trailer, literally.

Yeah. This is in Wisconsin. All of them are free to launch, but pay to park. Most, if not all of the pay-to-launch sites that we go to have fish cleaning stations and bathrooms as well. Depending on who runs it (village, township, county, maybe state as well) it varies from $3 to $5 for a day permit to $25 to $50 for an annual.
There are a few free alternatives, but they're not as well maintained, or far enough away from where I want to fish that I'll be burning more in gas on the water than the launch fee.

That is not a bowrider.
I like the looks of that one. No rust on the engine is a big plus.
A couple of questions. Who is the outdrive made by? What year is it. It doesn't look like a MerCruiser and most other manufacturers are out of business and some of the parts can be difficult to get.

The Delaware ramps near me on the PA side are similar. Think a couple of the ramps farther up the river (north/upstream of Trenton) are free, but I have never looked into it.
Amusingly, the marina a couple of miles from my house has a US Customs office as in theory one could dock at the marina from an overseas point.

I'd almost bet money that's a Slickcraft, not a Seaswirl. Likely a 1970's vintage boat, they were a good boat "in the day". Not sure about that being a Mercruiser, they don't show any pictures of the stern of the boat but what I can see of the lower unit sticking out from under it appears to be white. If the boat has an OMC or older Volvo drive be aware that parts are not easy to come by.
EDIT: I can see OMC stamped in the top of the exhaust riser elbows in the engine picture. I would pass on this one, I don't think you'll be able to get parts for the outdrive. I'm not seeing anything in the way of seats in that boat either, you'll appreciate those...
