"Hackers" don't necessarily do that - the term includes everything from white-hat hackers who abhor crime and the "street cred" system and see even testing a system for benevolent reasons without permission as being just as wrong as exploiting it with the worst criminal intent (what I like to call the "ostrich approach"), to a wide range of gray-hat hackers who see benevolently testing a system without permission as morally good and have a wider range of moral attitudes to less-destructive cybercrimes, to black-hat hackers who...will steal a struggling worker's last fiddy bucks.
