I believe it was just written by people who didn't know the area and didn't have Google Maps back then. This has been beaten to death, usually when WVU plays in a high profile football game. Typically used as a further attempt to try to insult West Virginians. It's one of the few things that paints the state in a positive light and discusses it's natural beauty, but no, it's still used to shat on WV by outsiders.

That actually makes a lot of sense. If you're heading east on Hwy 50 to make the Cumberland Gap pass through the Appalachians, you emerge from the black-lung hell of West Virginia into the most beautiful and scenic part of Maryland.
Whenever we drive from Ohio to visit family in Virginia, this is the first sight that greets us when we cross into West Virginia (note the half hidden sign in the corner)...
