You *can* and it's best done by dragging it backwards. It's best done if you make eye contact with one of the employees while you flatten their locked up wheel. Then you tip it up into a wheelie and bring it back.
This out of place rant brought to you by the local Food Lion, which locks the wheels using an incredibly restrictive area that results in tons of people clogging up the front of the store to load their groceries into their car.
Last I checked, the Go On Ahead Load Up and Find You a Better Town bus line didn't run that way. In fact it seems to run the other way, bringing cart/buggy collectors directly to my own locale for our shopping inconvenience.
