Libertarianism sounds so elegant, but the details of where ones fist ends and another's face begins can get extremely muddy. The example of headlights is a great example. For any motorist to be able to see at night, his car must have headlights. However, the sheer act of having headlights means that any incoming motorist will be harmed to some extent by those headlights. We compromise by setting rules about how bright is too bright, and even allow brighter lights (high beams) to be used when there's no incoming traffic. But still, my being able to see comes at a cost to someone else being able to see, and vice-versa.
We can also argue over where the governments right to swing it's collective fist (taxes, regulations, etc) ends and peoples faces (the right to keep their money, the right to do as they please) begins.
We all have our own innate feelings over where these lines are drawn, hence why we can't seem to agree on what the laws should be. It's almost never simple, it's always messy, and you will never satisfy everyone.
