FL has a similar law, I don't think it gets enforced. It specifically excludes any mention of whether the driver in the left lane is speeding. If you're holding up the flow of traffic, you're in violation, no matter how fast you're going.

Yay for South Carolina.  Unfortunately, it's North Carolina that needs that law, judging from every car I ever see with North Carolina plates.  It's like it's illegal to drive in the right lane in NC.  I'm sure they drive hundreds of miles without ever getting out of the left lane except to merge.

DE has a similar law, with similar signs, and it is similarly ignored.
