I'd throw $50 on the bike lane being so littered with debris it's unridable, or the people in the cars leaving so little space to bike lane that riding in the bike lane is asking to get killed, or the bike lane has lots of grates, or the bike lane abruptly ends, or any of the 1 million other design flaws in American bike lanes.

Or has turn lanes cutting through it that people will not look to see if a cyclist is there.
Anyway bikes have as much right to the road as cars.
