I believe it was Adam Carolla who said something to the effect of "Being poor is a good excuse for being cheap. You don't have the money but you wouldn't spend it even if you did. Just like being handicapped is a good excuse for being lazy. His legs don't work, but even if they did, he wouldn't be out jogging."

Could be that you're not poor because you're cheap (I prefer to use the term financially responsible).
I've never been truly poor. But there have been too many times in my adult life that I've been soooo close to losing everything, that I will be called cheap by many people. Easy to spend all your money. Hard to earn it back.

Cheap = save money regardless of cost
Frugal = maximize value

Having been truly poor, like living out of my car and fishing and shoplifting to eat poor, there are times to be cheap and times to not. More often than not, being cheap just turns things into much bigger problems down the road. The key is learning when to be cheap and when to beg steal or borrow to do things right.
