Truth.
The city and the drivers are both completely unprepared for it.
Even though it happens every year.
Not a single picture of a blower on page 671? I am severely disappointed in each and every one of you.

Where I live in Canada, it's a temperate rain forest. If you don't do stuff when it's raining, you'll never leave the house. We barely even use umbrellas, that's what hats are for.
Long story short, it started raining in Napa and you'd have thought the rapture was coming by the way everyone was fleeing and running for cover. It wasn't even raining hard.
We (me, a whiney wife and two wuss daughters) happily spent two days in the rain at Disneyland. Back to the hotel at lunch for a dry hat, and then back to as many rides as we could stand. The third day in the sun sucked because of all the people.
The funniest part was watching the breathless news reports, with reporters standing in underground parking garages that had six inches of water in them!!!

I'm such a dork that I looked at that meme and immediately recognized that the top one is an AMX or Javelin.
Yup, AMX.
The bottom is a 935, but we all knew that.
Central Ohio has real weather, but people who have lived here their whole lives still don't know how to drive in it.

This is true in all states/weather. Everyone has stories about how stuff gets crazy, but they aren't unique. Terrible drivers are universal.
