"Portland Police Officers Accidentally Shoot a Suspect

On Thursday morning, June 30th, Portland Police Officers responded to Lair Hill Park on SW 2nd Ave, on reports of a man harassing kids in the park. One 9-1-1 caller reported that the man appeared intoxicated while another caller said that he was armed with a pocket knife.

When officers arrived in the area, they located the suspect at SW Pennoyer and Naito Pkwy where he began to flee on foot up an embankment toward Barbur Blvd. The suspect did not comply with police commands and an officer fired what he believed to be less-lethal beanbag rounds, 5 times. As the officers began to take the man into custody, they discovered that the rounds fired were actually lethal shotgun shells, not beanbags.

The suspect was hit by approximately 5 pellets in the hip area and was transported to an area hospital with non-life threatening injuries. As of Thursday evening, detectives were still working to positively identify the victim/suspect.

An investigation into the mishap began immediately and the Independent Police Review Division (IPR) Assistant Director responded to the scene, for the first time as directed by the new ordinance involving officer-involved shootings.

“We are just at the beginning stages of this investigation,” says Chief Michael Reese. “Our training protocols are designed to prevent this from happening. I have instructed supervisors to immediately remind every less lethal beanbag shotgun operator to visually inspect each round as they are loaded into the weapon and review less lethal beanbag shotgun training protocols.”

The involved officer, a 15-year veteran, is on paid administrative leave per Bureau policy."

Just an FYI, BeanBag shotguns are typically painted day-glo green or yellow and are 12-gauge. The officer is supposed to check their weapons at the beginning of every shift. The officer fired 5 times at the suspect with live rounds and only wounded him as the suspect ran up an embankment?

My friend, a world class pistol shot (with the medals/trophies to show [President's 100, anyone?]), trained the PoPo. He said that when the police are shooting, the safest place to stand is in front of the target.

One has to use th e video linkat the top of the page to watch it. Frankly, the video just raises more questions because we don't know happened during the initial stop. The occurrences in the station are at odds with the attorney's and wife's recollection. And the alleged, but suspicious, road harassment of the attorney comes across as retaliatory and douchey, too. Anyway, seems like there is plenty to investigate.
The fact that the video at the station doesn't match the scathing description by the attorney would leave me personally to believe that the cop didn't really do anything badly. She refused the breath test, you're going to get brought in.

actually she didn't refuse to take the test.... just refused to be tested without a witness present

How Many more times can they fit mentally challenged/handicapped into that article. I know what they did wasn't right but for berkeleys sake can they stress he was mentally challenged/handicapped more? I mean do they get the point across that he is mentally challenged/handicapped.

This has nothing to do with the article, but I'm a special ed teacher and I hate parents that walk around saying " my child is mentally challenged/handicapped and that's why he/she did what they did" Usually its more a case of your mentally challenged/handicapped child is just acting like a dick and has no social skills because you let them cop out there whole lives because they were mentally challenged/handicapped. Maybe if you spent some time teaching your mentally challenged/handicapped child how to deal with certain situations instead of putting them in front of a TV all day when they were younger or settling for a teacher that let them color all day your mentally challenged/handicapped child would be able to get a job and gain some independence.
