A segment of a dead caterpillar?
Definitely don't touch it. Those are urticating hairs at best, hiding venomous stingers at worst.
Edit: It does look like a section of, or skin from, some kind of bristled caterpillar. Had no luck pinpointing a species.
The stuff of nightmares?
Got brave enough to flip it over after checking on it again and it's not moved.
Is it attached to a small boat or kayak by chance?

That is part of a caterpillar.
I am guessing Sycamore Tussock Moth.
It is clearly not of this world.
Most of the pictures look like ink blot tests. I will not discuss what I see, for the sake of others sanity.

I change my vote from caterpillar segment to alien butt baby.
Clearly, that is not a Bug. It is a Subaru 360

Yeah, looks like part of a spun glass slug moth caterpillar. Maybe something tried to eat it and did a hard nope? They apparently pack an extremely irritating poison.
