There are basements somewhere in the state too, but they are a statistical non-existence.

Every water meter I've seen in this area has had a shutoff valve in the meter box, city side. Dig around the water spigot closest to your water meter, too. Nearly every house here has a shutoff there, too. It may have either been code at some point, or just the regional standard practice. I've hit enough sprinkler heads mowing lawns that I got pretty good at finding those shutoff valves.
BTW, don't let your grass get too tall if you have sprinklers and someone else mows your lawn for you. If a sprinkler head does get hit by your lawn guy, it's going to be at the worst time for you.
You may need to dig around inside teh meter box. There should be a cutoff there. But it looks like the blue handle on the second one would also be a cut off.
We have a valve inside our coat closet in the entrance hall. The one for my daughters house is inside a small round pipe in the ground next to the meter. The meter boxes are locked.
