Find the stool you like & add wheels?
Have a Habitat for Humanity Home store, or someplace that deals in used(preferably office/industrial) furniture nearby?
Buy one of those mechanic's stools from the local auto parts store & extend the height as needed?
FYI I thought this was going to be another thread about dropping a deuce at work. 
Around here we used to have a problem with office stools in the urinals of the men's bathroom. The misplacing of the stools ceased but the culprit was never caught.
Oh, adding casters from a hardware store is a good idea though. For the chair. You might want to consider how unstable this is likely to make it though.

Well that didn't take long for this thread to go to hell in a hand basket. But with the title such as it is it's understandable!

I didn't know that we used to work together
I made a rolling stool from a busted office chair. Just took the backrest off and done.

I actually have one at work and one in the shop that are exactly this. Bonus as they were both free.
