I hesitate to recommend the roof of the camper- I've seen a lot of damaged cables and lifts from loaded roofs.
I built a pretty large basket on the rear bumper of mine. Also have a triangular box on the tongue.
Big plastic totes are your friend in a popup. When traveling, they fill the aisle nicely, and they are pretty easy to relocate (to under the trailer, the car, under the table, stacked, in an unused bed, etc.) when you get there.
Would a tool box on the a-frame of the trailer put too much weight on the tongue? Not the best pic, but this idea:
If you have to work around existing battery(ies) or propane, you could try this: For years many pop-ups, especially Colemans and Jayco's, were built with a little integrated storage area in the front.
Between 6 sacks of meat, all their gear, and towing a trailer I feel sorry for the minivan. Sounds to me like it's Suburban time.
Otherwise, some good advice above. Do you have a pod on the roof of the van yet?

If storage on the front adds too much tongue weight a rack on the rear bumper may balance it out. We had a regular camper and mounted one of those hitch baskets to the bumper.
